Retries

Messages are sent right after each action, so users never wait for the gateway. If the gateway is offline a message stays QUEUED and is retried (1, 3, 10, 30 minutes; 5 attempts). Retries run on the next user action, or every minute when the cron job cron/wa-worker.php is set up (recommended, see docs/PHASE-4.md).
